Khagta was brought into the world on 29 June 1990 in Rohru, Shimla locale yet experienced childhood in the close by city of Shimla. He went to Dayanand Public School in Shimla. Subsequent to moving on from the optional school, he went to DAV College in Section 10, Chandigarh. He graduated with a Bachelor of Arts degree in Political Science and Government in 2011.

Khagta is a completely self-educated picture taker; he took in the craftsmanship by watching recordings and concentrating on instructional exercises. His visual vocation began inadvertently while he was as yet in secondary school. At the time he would take photos of his old neighborhood and transfer them to Flickr. Sightseeing publications saw his work and mentioned his photographs for their distributions. He ultimately become a pursued travel picture taker and started going around the country. While still in school, he started working expertly as an independent picture taker.

His two long haul projects, Life in Spiti and Life in Shimla account his encounters living in the city of Shimla and the Spiti Valley. In 2008, a picture by Khagta was a finalist in Smithsonian Magazine’s sixth Annual Photo Contest, individuals class.

In May 2012, Khagta joined Jaibir Singh Virk and Amit Chaudhary as they endeavored to establish the Limca Worldwide best for the longest Himalayan campaign on a work vehicle. Virk and Chaudhary alternated driving the 3,623 km (2,251 mi) in and around the Himalayas, while Khagta drove a help vehicle and recorded trip.

In fall 2012, he started a venture to report the Great WASH Yatra. Supported by WASH United and Quicksand, the yatra was a diverse mission to advance WASH: “Water, Sanitation and Hygiene.” Partly financed by the Bill and Melinda Gates Foundation, the celebration was designed according to customary Indian mela included melodic, dramatic and creative exhibitions, amusement and attractions, as well as food and drink. Khagta recorded the occasion for a month and half. Living in tents, he followed the band as it went around 2,000 km (1,200 mi) overall around focal India.

He archive the everyday existences of individuals of Spiti Valley in a drawn out project he named Life in Spiti. Not long after leaving Spiti, he started a comparative long haul project named Life in Shimla archiving the scenes, occasions, individuals and culture of his old neighborhood.
